3. Validation and boundary checks

  • One to 12 active shift rows are accepted; IDs are generated and unique.
  • Worker counts are whole numbers; loading is bounded at 200% and on-cost at 100%.
  • Scheduled hours and exact shift costs reconcile before uncovered or excess hours are calculated.
  • Zero scheduled hours returns an explicit unreachable unit cost.
